In the Persian period the hill was used as a sacred site that was dedicated to the god of light Ahura Mazda. However, with the Pontic Kingdom as well as during the Hittite period the mountain was again used in as a fortress hill to protect the city. The badly-preserved ruins wouldn't worth an arduous climb if not the view one can enjoy from there.
